History

Homeownership is the American Dream, and it is at the heart of the Department of Housing and Urban Development's (HUD's) mission. Over the past ten years, America's prosperity has helped more families become homeowners than ever before, yet less than half of African-American and Hispanic families own their own homes, and many Asian groups face unique challenges in the home buying process due to language barriers.

HUD has taken the lead to address these disparities and challenges through the promotion of National Homeownership Week and special initiatives to educate and outreach to underserved communities. In early 2000, the HUD Portland office helped organize home buying committees in the African-American, Latino, and Asian-American communities throughout Metropolitan Portland to promote home ownership.

The APICIA sprung from this initiative and will continue to play a significant role in making home ownership a reality to many Asian families in the State of Oregon and Southwest Washington.
